Built an Inexpensive new desktop for my Sister. Will not post. The CPU fan spins for a second when I push the power button, but that's it. Everything is new.
I have replaced the MOB and PSU. Same results.
I have unplugged everything and attached each part one by one with the same results.
I have removed and cleared CMOS.
I have reseated the CPU fan and reapplied Artic Silver 5
The only thing I haven't done is replace the CPU and/or RAM.
Is there anything that I should try, before replacing CPU?

CPU - i3 3225
MOB - Gigabyte GA-B75M-HD3
RAM - Cosair Vengeance 1600 4GB x2
PSU - Cosair CX500
HD - Seagate Barracuda 7200.12 1TB
HD2 - Seagate Barracuda 7200.9 160GB
*HDs connected via SATA
