I just built a new computer and I'm having trouble getting my screen picture to fit my monitor. I bought the Hanns.G 25 inch 1080p monitor from newegg:

and a XFX Radeon 6950 also.

I CAN get the picture to fit correctly by setting the underscan in CCC to 3%, but in doing so.. the text becomes blurry. The text is clear at 0%, but when I set it to that, the picture goes off the screen by about .5-.75 of an inch. I can't adjust the picture height/width in the monitor settings either. Any ideas how to fix this?

I'm using DVI to DVI as well. Tried DVI to HDMI, but no difference.

0% is the driver not scaling the image at all which is the optimal way to do it and will be the clearest. If at 0% the image doesn't fit the screen then look for the scaling options in the monitor and set them to 1:1. Different manufacturer's name it different things.
 
yeah it doesn't fit the screen at 0% and I can't find any scaling options in my monitor settings. Maybe I need to get a different monitor, idk
 
I have this same issue with my 5770. I have to scale it in order for it to fit the screen. My monitor doesn't have a setting to have the image fit. It's a pain in the ass. I use straight HDMI to hook up my monitor.
 
When you take 1920x1080 and set your underscan to 3% you are really just taking all of those pixels and shrinking down the image to fit in a smaller area. This is why pixel-fonts and such become blurry.

What you need to do is set your resolution to a custom resolution that is 3% smaller. For you, 1862x1048 should be the resolution you want.
 
Well I unplugged the monitor and plugged it back into the outlet and for some reason it's working fine now. Weird.

Because AMD don't correctly set underscan by default on HDMI. Were you to use DVI that problem probably wouldn't exist. Recent drivers are meant to fix this, no idea if they have done so successfully or not, as my HDMI system runs Win Server, which is banned from installing catalyst's newer versions.
 
I don't know if I have a DVI cable... I'll have to check. My new 6870 arrived in the mail today so maybe it has an adapter? I don't know. I'm fairly new to all this stuff.
