Ok, my motherboard will run a rock stable 195x10 for as long as I had it on, in this case 1 day.

My question is, why is it that when I power off after cranking it up that high does it not boot up again?

I had to reset the BIOS, seems anything above 166 fsb does this.
 
It may be because the power supply is being strained, or that the CPU isnt getting enough voltage to boot, I would first try turning up the voltage, don't go too high, if that doesn't work, try to get a new power supply.
 
I have a similar problem with my setup (see sig). For whatever reason the BIOS doesn't give the CPU enough voltage to post when above 1.45V or so (on a winchester), so I've definitely noticed that insufficient power will cause the problems you're describing. The OCZ Powerstream is great also ;).
 
Some people prefer the PCP&C PSU's but the Powerstream does everything I need it to and is like $70 cheaper (which is saying something since the Powerstream 520 costs $140).
 
Well I am Canadian so the Powerstream 420 is $120 approximately, so I will be getting that, I don't need that huge ammount of power anyways.
