Overclocking Core i7 930 Causes Screen Tearing?

I just overclocked my computer to 4-4.2 ghz and it is now causing VIDEO screen tearing if I use anything but VRM 7 or 9. The screen tearing is extremely bad when using DXVA or FFDshow to run h264. CoreAVC does not solve the problem either. After setting my bios to default, screen tearing disappears so I am sure this is caused by me overclocking.

Also do you guys know what is causing random sound pops from time to time under windows 7 64bit? This happens with my optical out using the onboard Realtek sound card OR by using the HDMI out from my video card(into a receiver). The sound pops is caused by some sort of lag (i notice a hint of lag while playing games during the popping sound. I've also checked my cpu usage during the pops and it's usually at 1-3%. The pops usually last for about 30-50 seconds and maybe every hour+...happens at random). I've tried all driver available including updating my bios and updating my NIC drivers.

Specs.
gigabyte x58a-ud3r
Coolmaster Silent Pro 1000 Watts PSU
Core i7 930 @ 4 ghz (cpu volt at 1.3v)
6gig ram Corsair Dominators @ 1600mhz
Nvidia 460 GTX SLI
30 gig SSD Kingston (16 gigs free)
2terabyte HD

So I take it that no one has this problem? I turned PCI to auto but it's still the same. Maybe I am not giving my cpu enough voltage? My power supply is too weak? I also have this weird stuttering once in awhile in game.

psu's perfectly fine.. you could try setting the pci-e clock to 101 or 102mhz and see if that fixes it.. i know its helped on some boards.. but you may just want to mess with voltages and see what happens or try lowering the overclock til the tearing goes away..

btw does it pass on IBT or prime95?

what kinda vtt and QPI voltages you using? it takes me 1.27 on the cpu and 1.3 on the vtt my QPI is usually set to 1.15 as well. granted im using a xeon and a e758 but maybe it will give you some ideas

I am not getting tearing in game, I am only getting tearing during video playback if I choose the gpu to accelerate the movie.

I have messed with somethings and so far increasing the voltage does nothing, but lowering the clock speed helps. Right now I am not getting screen tearing at around 3.3ghz. This sucks because I am not limited by the system's stability but by this weird screen tearing.
