Can I overclock my CPU safely? If so how far would you recommend me push it? Running on stock Heatsink Fan and thermalpaste. About 25celcius load and 20celcius idle.

Depends on your case and fans and your decision as to how [H]ard you want to push it.

Certainly you can safely OC your cpu. Get the datasheet from AMD and find out what the max Vcore specification is, what the max safe core temp is, etc. etc. Or ask in the AMD cpu sub-forum.

You then use stress testing software to put the CPU under load while measuring temps and adjusting/increasing the OC until you reach some temp that is at the limit of your comfort. Be aware that modern CPU will throttel themselves back or just shut down when some temp is exceeded and it is almost impossible to burn one up. However there is no such protection from core voltage increases and you should stay under the Vcc/Vcore max or bad things will eventually, if not sooner, happen. Minor to medium voltage increases are not a problem as long as temps stay in control. Do not mean to alarm you but it is in general a bad idea to crank in high CPU voltages unless you know exactly what is going on. Again a modest bump or two over the stock voltages usually will do wonders for an OC, but more one has to be careful. Have fun.

Do not forget to see if you can OC your video card a little too.
