Is now a good time to build a new PC? My current rig is a gigabyte UD p55A UD 3 with intel 1156 chipset i5 750 quad core @3.8 with 8gig memory GSkill stock timings, asus 660GTX, samsung 830 128gig SSD drive for OS plus 2 80 gig 7200 sata drives backup, 1 backup 500 gig drive backup, XFX 650 PSU, audigy 2, with Cogage Arrow CPU Cooler running on a Dell U2311H monitor. Is it worth it to upgrade & what would be a noticeable upgrade?

Yes 8.1 is better than 7 under the hood. Considering that Windows 7 support is due to end next year, best switch to 8.1 now.

Anything with a promo deal is a limited-time offer. Those deals won't be around next weekend.

The monitor selection is a personal preference as I believe that a 24 inch 1080p monitor is a better value than a 27 inch 1080p monitor. You could fit a 27 inch 2560x1440 monitor in your budget, but for best gaming performance, your build would be significantly different than the above setup. (That, and many people don't like those monitors as most of them aren't optimized for gaming.)

If you want to use the Start Menu with Windows 8.1, use a third-party program like Classic Shell or Start8.

Again, what's your plan when it comes to TV and movies? I didn't include anything (other than the DVD burner) because nothing you said suggested that you needed HTPC components.

As long as you have a HDMI cable, you're set in that department with tirades' build.

A-Data and MSI are both trusted brands around here for RAM and mobos respectively.

I think an i5-750 at 3.8 Ghz is still plenty fast, as is the Samsung 830. I wouldn't spend close to $2000 to upgrade that.

Some of the upgrades are entirely non-sensical. Like going from a 23" FullHD monitor to a 24" FullHD monitor. Or upgrading PSU, case and DVD-burner just for the sake of it. (you haven't described any problems with yours)
If you didn't like Windows 8.1 you should stick with Windows 7 as you should already have a copy of that.

Honestly, if you need to sink some money into hardware - and don't we all crave that from time to time - I would go for substantial, FELT upgrades.

Buy a 27" 1440p monitor and a GeForce GTX 770 or even 780 Ti.

Actually, Windows 7 support will not exactly end on January 13 of next year. It's that the mainstream support for Windows 7 that will end. After that date, phone support will be switched from a free call to a pay-per-incident and pay-by-the-hour system, and free updates will be limited to security fixes (and critical bug fixes if one is a business or corporate user who pays for a hotfix extension).
 
Fimmay: thanks for the response. I normally only upgrade when I will notice a difference& based on your response it's not worth it atm. Maybe it's best to hold off until then.

Well my situation is different. I need a new pc bc my old one will be used by someone else. So I basically need a totally new setup from mouse keyboard to headphones speakers, case,pc desk, printer,pc chair, etc. Yes I will be using the pc to connect to my tv for movies. Would like a blue ray/DVD combo and burner. As I mentioned earlier I'm looking for a highly ocable setup and either a 24 inch screen or 27 that has great colors similar to my current ips Dell

The budget can be tweaked but I'm looking for the best bang for your money and highly OCable parts. Basically looking for pc parts that will make a noticeable difference over my current setup

The deals in my earlier build have expired, so I went looking for similar deals and cheaper items that weren't tied to short-term promo codes. (All of the "good" deals seem to expire this weekend.) I went with the Crucial MX100 over the Samsung 840 EVO as it was the better bang-per-buck SSD and the Radeon R9 290 over the GeForce GTX 770 because the R9 290 was better at gaming.

The Cooler Master Seidon 120V is a cheaper liquid CPU cooler that's pretty good when it comes to overclocking. (For heavy overclocking, you should look at the Corsair H80i or any dual-fan radiator like the H100i).

I stayed with the Asus VS248H-P because it has an e-IPS panel that produces better colors than similarly priced monitors with TN panels.

I didn't go with the full-tower Corsair 750D because I didn't think that you need it. Most people only want something that can hold their parts, and the 230T has plenty of space and some good features for under $100. What does the 750D has that the 230T can't provide?

The Z97-A isn't the best Asus board available, but it's a very good overclocker. I don't want to compare it to the Gigabyte Sniper series as I believe that those boards are overpriced given their available features. I also don't like to spend more than $200 on a good board; I'm more willing to spend less money whenever I don't plan on overclocking anything.

Quality-wise, Kingston is on par with the other popular name brands. In terms of overclocking, however, I never used Kingston.

Unless you're a serious overclocker, I wouldn't spend too much money on DDR3 2133 or DDR3 2400 RAM as you'll primarily use the i5-4690K's unlocked CPU multiplier for overclocking.

The i5-4690K is one of the best processors around. It also has an unlocked multiplier that enables you to overclock it beyond 4GHz.

The processor alone doesn't make your system great, but your new system, with an overclocked i5-4690K, 16GB of DDR3 RAM, a DX11-based video card, and a new SSD, will perform better than your current system.

GPU not really a fan of AMD...Really like my current Nvidia Asus GPU.
I chose the R9 290 because it performs better than the 4GB GTX 770 (which uses the same GPU as the last-gen GTX 680). Then again, the R9 290 is advertised to compete with the more expensive GTX 780.

The Seidon 120V is better than the stock HSF, especially for overclocking. However, it is loud and its construction isn't as good as the Corsair liquid coolers.

If you want to heavily overclock, again, go with something along the lines of the Corsair H100i. (There are other good choices, but the H100i is the most well-known model.)

The Dell U2311H also uses an e-IPS panel, but the Asus VS248H-P has a faster response time (2ms versus 8ms for the U2311H). The VS248H-P is also the newer monitor in terms of technology.

The reviews that I read on the Logitech G602 suggest that it's a good mouse for gaming. In the past, many people stuck with wired mice out of fear of lag when gaming. I don't know whether lag is a problem with today's wireless mice.

There are some cheaper ones available, like the Logitech G105, the Corsair Raptor series, and the Razer DeathStalker Expert, but choosing the "perfect" keyboard involves personal tastes as well as individual features.

No Sorry I wasnt sure of the product names you mentioned such as kingston, Adata ect. Im used to Mushkin, Gskill etc so I didnt know. I want quality products but if the kingston will perform as good as Ram that costs 50 dollars more than obviously Id rather the cheaper brand. But normally when OCIng the cheaper brands just cant perform as well under that stress. Same goes for GPU if a Asus will give me 50 FPS but a cheaper gigabyte gives me 45 for 50 dollars less Id rather the gigabyte given the drivers & quality is still 100%

Looks a bit better build quality & its actually the smaller version of the 750D. The only thing I dont like is the front grill makes it look cheap..the front grill on the 750 looks better but im thinking airflow is hindered..

The Z97-A isn't the best Asus board available, but it's a very good overclocker.

When you say very good will it ever bottleneck me in reaching the highest possible OC on the CPU? I do plan to OC 24/7 as my current setup has been OCed for 4 1/2 yrs. But I hear asus has the best software for easy OCing & I like that.
Kingston ram. Since I will be OCing wouldnt it be better to go with a brand known to not bottleneck you when OCing? What would you consider a serious OCer? My current setup is OCed by 1.2ghz but mainly bc of heat since im on air. If those higher rated RAMs wont give me a noticebale performance increase I couldnt care less then.

If the AMD GPU is downright better in all games & drivers are on par with the nvidia equal, no heat issues, no performance issues ect then Id rather go with the cheaper one that performs better in all games. I read that it runs games great but the drivers are lousy..BTW is it possible to find one that offers Alien Isolation & Star Citizen deal?

When you say better is it real world performance better or just benchmark better? My current SSD feels pretty fast but its only a 128 gig so I dont have everything on it like games etc, only OS. I honeslty think a 250gig SSD is enough space & right there you can save a good bit of money to use towards something else. If I Have a 2T drive as backup I can use that for most other files. The 840 EVO-Series 250GB is on sale for 118 currently at amazon.

Loud? I thought water cooling is silent? I really dont want anything loud bc my current HS/fan setup is not loud at all I can hardly ever hear anything so that is a must. Ive never gone with water cooling so Im not sure how easy taht is to setup & if its even worth it. For example, if air OC can get me 4.5 ghz with good temps but water can get me to 4.7 or 4.8 I dont think its worth the extra money or hassle..And how much more power consumption does water cooling cause of air?

Looks a bit better build quality & its actually the smaller version of the 750D. The only thing I dont like is the front grill makes it look cheap..the front grill on the 750 looks better but im thinking airflow is hindered..

Hindered a bit but still cools pretty well. Corsair's Obsidian line of cases are suppose to be of higher quality/construction than their Carbide series of cases.

Your OP says you have a XFX 650W PSU, not a 750W PSU. Yes a 650W or a 750W PSU is more than enough power. However if you want to do SLI/CFX, you need that 750W at a minimum.

When you say very good will it ever bottleneck me in reaching the highest possible OC on the CPU? I do plan to OC 24/7 as my current setup has been OCed for 4 1/2 yrs. But I hear asus has the best software for easy OCing & I like that.
Kingston ram. Since I will be OCing wouldnt it be better to go with a brand known to not bottleneck you when OCing? What would you consider a serious OCer? My current setup is OCed by 1.2ghz but mainly bc of heat since im on air. If those higher rated RAMs wont give me a noticebale performance increase I couldnt care less then.
Even back when you built your current PC, Intel platforms do not benefit that much from higher speed RAM. In addition, when overclocking current Intel CPUs, you don't need to touch the RAM at all. As such, you can overclock to 4.5Ghz and still be ok with regular DDR3 1600 RAM.

The Asus does have a lower chance of you not being to hit extremely high overclocks. But the key word is "CHANCE". Even with extremely expensive motherboard, there's always a good chance that you'll end getting the same OC as a cheaper mobo. In fact, that was shown in these two reviews:

But if Im upgrading wouldnt it be better futurewise to have more cores on the cpu? & Im currently @ 3.8 so Im not sure how much of an increase in performance that would be..

No. You haven't said anything where getting a six-core CPU would be a good idea.

You're completely forgetting or ignorant of the fact that clock speed is not the sole indicator of CPU performance. There's also the Instructions per clock (IPC), CPU architecture and design, and many other factors involved. So while there's not a big difference in clock speed, there's a big difference in IPC and architecture that allows the 4670K to outperform your current CPU OC'd to 3.8GFhz despite the 4670K being clocked at 3.5Ghz.

In addition, your DX11 video card now is far far slower than the DX11 card that Tiraides posted.

If the AMD GPU is downright better in all games & drivers are on par with the nvidia equal, no heat issues, no performance issues ect then Id rather go with the cheaper one that performs better in all games. I read that it runs games great but the drivers are lousy..BTW is it possible to find one that offers Alien Isolation & Star Citizen deal?
It performs better in real world gaming. As for drivers, while they could be better, AMD drivers are fine. Can't help you on the deal.

When you say better is it real world performance better or just benchmark better? My current SSD feels pretty fast but its only a 128 gig so I dont have everything on it like games etc, only OS. I honeslty think a 250gig SSD is enough space & right there you can save a good bit of money to use towards something else. If I Have a 2T drive as backup I can use that for most other files. The 840 EVO-Series 250GB is on sale for 118 currently at amazon.
Slightly better real world performance that you'll only slightly notice. Personally I like the software that comes with the Samsung better than the Crucial.

Loud? I thought water cooling is silent? I really dont want anything loud bc my current HS/fan setup is not loud at all I can hardly ever hear anything so that is a must. Ive never gone with water cooling so Im not sure how easy taht is to setup & if its even worth it. For example, if air OC can get me 4.5 ghz with good temps but water can get me to 4.7 or 4.8 I dont think its worth the extra money or hassle..And how much more power consumption does water cooling cause of air?
No, $300+ custom water cooling set-ups are near silent. We're talking about liquid all-in-one (AIO) coolers here. Not quite the same thing. The thing is that a good air-cooler costs just as much as a good liquid AIO if not more. You can see the temperature differences here:

So the NH-D15 is one of the highest-end air cooling HSF out there and costs about $100. The H80i that tiraides recommended outperforms the NH-D15 and costs $25 less. Granted the NH-D15 will probably be quieter since there's no noisy pump but you can't have everything.

As for ease of installation, for me, liquid AIO are easier to install than some air-cooling HSF out there. Then again, I deal with more liquid AIO setups than air-cooling HSF so that might be due to lack of familiarization.

dba is not a good indicator of how noisy a fan is since different companies and websites measure noise differently. In addition, there are also other factors that determines whether or not a liquid AIO or air cooling HSF is actually noisy. If you want an indicator of noise level, just look up youtube videos made the same site/person of the different HSF you want to buy. Different videos by different people uses different methods of recording so you want to make sure to compare videos made by the same person with the same equipment.

With that said, did you even look at the article I posted? It literally answered your first question.

As for the power use, the H80 only uses about 12W of power. That's not a lot in the grand scheme of things.
 
So anything more than 4 cores is not worth it for any PC gaming ? Well my current PC is pretty quiet so Id like to stick to that for the new build. So the liquid cooling will not hike up your energy bill that much more over using a hs/fan?
