On/off for mini-ITX PS

I have a mini-ITX MB (Intel D945GSEJT) that I would like to power from the power supply that came with my case (Winsis Wi-12). The board has only a 2x2 (P4) power connector. The power supply will not activate unless the main (P1) power connector is plugged in and pin 4 is connected to ground. I can use the paper clip trick to get the power supply to turn on, but that trick is not convenient for normal use. There is no other power switch on the box than the momentary switch on the front (which is the one that I want to use). Is there a good solution to this problem?
 
Since the PSU came from a case that I've never heard of, chances are it's a shitty generic unit, in which case the solution would be very simple: ditch it and buy a real quality PSU instead.
 
I have no problem replacing the power supply, but I don't see how doing so solves the problem.
 
How does the intel board only have a P4 connector?

Anyhow, can you fashion a relay switch setup?
All the DC-DC circuitry is built into the motherboard. Even the power connector for an external drive is on the motherboard. Think of it as a motherboard with an integrated picoPSU. You should be able to just jumper the 24 pin connector and power the board off of the 4 pin connector and have it shut down. The power supply will remain on, but the board should still turn off.

I see what the problem is. How about attaching a switch between the PS_ON wire and a ground on the PSU's ATX connector? It would accomplish basically the same thing as the paper clip trick, except it would give you more control over when the PSU is on or off.
 
I thought about just leaving the power supply (and its fan) on, but I hoped to be more green. A similar solution is to use an external brick instead of the built-in power supply. At least then there won't be a fan running all the time. The switch idea works, but then I have to operate two switches to turn the machine on and off. An electronic latch works in principle, but tapping into the ps_on line and housing the circuitry is a nuisance. It's surprising that Intel apparently made no provisions for this scenario. I guess they figured that the PS would be on all the time. A brick seems the best solution for now. Thanks for all the suggestions.
