Not too sure about airflow

Okay I was over at my cousin's place the other day when I saw his PC. His dad, my uncle, had the fan atop the case, not as the exhaust as I normally expect but as the intake. The PC also had a side intake fan and the power supply was a FSP AX450-PN with a 12cm Fan.

Is this a good idea in terms of airflow and cooling?
