Hello,
In putting together a new (SFF/m-ITX/mATX) Intel build, does having DDR4 require one to have an i7 processor?

Short answer: NO.
You need a motherboard that supports DDR4. At the moment that means socket 2011-3 or 1151.
That being said any CPU that works on those motherboards will work with DDR4.
So once there are i3/Pentium/Celeron chips on the s1151 they will work just as fine as the i7 6700.
 
Not much of a choice in Motherboards with the mITX/mATX line . Both 2011-3 or 1151 . Also 1151 does not have a i3 option yet as they have not been released yet .
 
Thanks for the replies. Any suggestions for a motherboard? I was thinking of the ASRock X99M Extreme4 -- would this be good with an i5? Anything else?

No. The X99M requires a LGA 2011 CPU. There's no such thing as a LGA 2011 Core i5 CPU. You would need a LGA 1150 or LGA 1151 motherboard if you want to use a Core i5 CPU. If you want to use that AsRock X99M motherboard, you will need a LGA 2011 Core i7 5xxx series CPU.

EDIT 2: If you already have a Core i7 5820 CPU, why are you asking about Core i5 CPUs?
