I just installed an ATi 2600 Pro 256MB AGP on my friends computer. I reformatted it for him too and the computer uses 80% of the processor even at idle. It says nothing is using it when I go to see which program is taking the CPU cycles. The System Idle Process is using 99% meaning it should be idle, yet in the performance tab it shows something is using CPU cycles. However when I install the older card which is an ATi 9250 it doesn't suck up all the CPU cycles, I've never heard or encountered a problem like this before. What could be the problem?

Specs:
AMD Athlon 2800+ Clawhammer
Gigabyte nForce 3 (Not sure which exact model)
OCZ PC3200 1GB
MSI RX9250/Vistiontek 2600 Pro
Orion HP585D Power Supply

I've never seen an issue like this.

Completely uninstall the drivers and reinstall the drivers with the 2600 installed.

I've even tried formatting with nothing installed and it still does it. I am baffled, I've never come across a problem like this. I wonder if it could have anything to do with a crappy power supply?

screenshots of task manager's performance and processes tabs?

Does the GPU have a audio output? I've seen cases where Windows will try to install drivers for the audio output for the GPU... and it keeps doing it until it crashes.

I say you uninstall the current audio driver, install video driver, then install audio again.

It does have audio output actually. I'll try disabling it.

I've seen this before. Try to go to standby mode and and come back. It should drop the % to 0 again. It works every time with this bug. Not sure what causes it. If your network card doesn't wake up when coming back just disable it and then enable it again without rebooting. See if that works. Its only started since recent drivers. Try to go to the overclocking panel and see the activity level on the gpu.
