New rig has troubles cold booting - help

Put together an all-new rig, when I press the power button, it'd spin up and light up for a few seconds, then power down (mobo LED still on). Then repeats that cycle again (spin up for a few sec, turn off). Then it can finally POST and everything seems well. I suspect the motherboard but l need to be sure before I RMA whatever that is.
My setup:
Biostar I45 mobo
E8400
2x2Gb G.Skill kit
Palit HD4850
Silverstone ST60F 600W PSU
2x 500Gb Seagate 7200.11 SATA
Asus Xonar DX Soundcard
Antec Nine hundred case
 
Sounds like a double boot issue. Usually a BIOs update fixes it. But if it doesn't, it's not a harmful event for your PC. It's annoying but perfectly safe for your PC.
 
After some research on the mobo, a fix was found, which involves turning on the Crossfire via jumper config. However, this makes the PCI-E to run at x8 speeds as opposed to x16. Does that affect the speeds a lot on the 4850?
