You might be able to find a used 9800 Pro for that price. You might find one on sale on ebay by a reputable seller and get one for cheap.
In a NEW card, the best you will be able to do is a 9600 XT, it will run Half-Life 2 well and run about $130-140. The comparable nVidia card is the FX 5700 Ultra, but they tend to be overpriced and hard to find.

Best bang for the buck at the low end is probably the 9600 Pro, a little slower than the 9600 XT, but alot faster than anything near its price (about $100).

Yes, a 6600 GT would be better. But it will cost more like $200 new, and any used copies of a card that new being sold for much cheaper are probably defective.
