search the for sale/trade forums and get some deals on parts if you aren't against buying used.
i'd look a gen behind to be honest, that way you can take some left over and move up to a 20 inch monitor

Neither: it's a CORSAIR PSU, not a Coolermaster PSU. It's made by CWT and the line has been shown to be of decent quality. Coolermaster's 400W PSUs tends to be made by Acbel or FSP.
