Right now it's a 17" CRT

Assuming the author wants to build his own and still do it for relatively cheap, I would suggest going with the "high end" of the Intel atom line (D2700). It's dual core, has built in graphics that can play 1080p video, and does it all for 10W TDP.

I offered OP a phenomenal deal.

It might or might not be such a great deal - and we do not know for sure without knowing the exact parts that are in that so-called "deal". In fact, I have been burnt by a few of those so-called "phenomenal deals": Most of the parts in those deals that I encountered are either so shitty that they explode in flames within minutes of power-on, or are so old and obsolete that they cannot run anything recent at all (software-wise).
