New computer does not work

My new build will not output a signal to the monitor. Also, I do not get any beeps no matter what I do. It is composed of the following parts:

ECS nForce 570 SLIT-A motherboard
Intel C2D E4300
1gb Kingston DDR2
GeForce 6200LE
Rosewill 350w PSU (23w on +12v)

Below are the things I have tried:

-Exchanged motherboard
-Exchanged CPU
-Tried a different video card (X300se)
-Tried a different PSU (Antec 380w)
-Tried RAM stick in all slots
-Tried with motherboard outside of case on mobo box with just CPU, mem, and vid card installed
-Removed CPU to listen for beeps...no beeps. Removed RAM to listen for beeps....no beeps.

What else can I try.
 
it does turn on right? Just with no sound and no video?
 
Have you tried swapping out to some other RAM?
Made sure the CMOS Clear jumper is seated correctly?
Tossed an old PCI card in to ensure your PCI-E / AGP slot is good?

Also - stupid question - are you sure the monitor works correctly?
 
all the power connectors pluged in? 24pin and 4 pin to the mobo. also got the power button wired up right, maybe start the puter by manually touching a small screw to the 2 power pins on the mobo to short it and start it.
