1) What will you be doing with this PC? Gaming? Photoshop? Web browsing? etc
This is for gaming, I play around with some programming, nothing big.

2) What's your budget? Are tax and shipping included?
500 dollars for the build, tax and shipping not included

3) Which country do you live in? If the U.S, please tell us the state and city if possible.
US

4) What exact parts do you need for that budget? CPU, RAM, case, etc. The word "Everything" is not a valid answer. Please list out all the parts you'll need.
This is nearly from scratch, Case, psu, fans (could consider outside of cost), mobo, cpu, memory

5) If reusing any parts, what parts will you be reusing? Please be especially specific about the power supply. List make and model.
I have a Sapphire 7950 Vaporware I'll be using. I'll be picking up an HDD independent of this build. I don't have a model for the HDD yet, so feel free to suggest anything independent of the build, hoping to keep it under 100.

6) Will you be overclocking?
Nope

7) What is the max resolution of your monitor? What size is it?
1920x1200

8) When do you plan on building/buying the PC?
Will be buying/building within the next 2 months

9) What features do you need in a motherboard? RAID? Firewire? Crossfire or SLI support? USB 3.0? SATA 6Gb/s? eSATA? Onboard video (as a backup or main GPU)? UEFI? etc.
At this point, I'm too far out of the loop to know what special features I should really care about getting, should worry about. So by all means, keep the price in mind when considering.

10) Do you already have a legit and reusable/transferable OS key/license? If yes, what OS? Is it 32bit or 64bit?
Operating system isn't included in the build, but I'm running 7 Ultimate 64 bit

You're planning too early. Our hardware recommendations tends to change quite often due to changing pricing and availability of computer hardware. As such, a PC build that we recommend one month may not be the same build we recommend a few months from now. Hell, there's been times when we've had to change build lists after only a week.

So please come back when you're 1-2 weeks away from buying and ask for advice then. That way you'll get a more up-to-date PC build list.
