Email, word processing, surfing internet, uploading pictures (not photoshop editing)

Particualrly in the sense that such a "cheaper" than the suggested build would certainly have a severely outdated IGP, an outdated single-core-only CPU, too little RAM, an overly small capacity HDD that not only has a poor capacity-to-price ratio but also slower sequential performance than modern drives and a PSU that likely can't even handle the low-end components cobbled together without exploding.
