New Build won't POST

Hey, I just completed a new build (last three posts on http://hardforum.com/showthread.php?t=1577745 for specs), and when I turn it on it won't post or go to bios. When I open the case I notice the cpu fan almost starts to spin up but doesn't. When I remove a stick of ram and try to boot, it does not cause it to produce a beep, just the same no post. What should I be checking to fix/identify a broken component?

Edit: Right, useful info, during this time the case fans and the video card fan spin up and stay spinning until a hard shut down, but cpu still does nothing.
