What exact parts do you need for that budget? CPU, RAM, case, etc. The word "Everything" is not a valid answer. Please list out all the parts you'll need.
I have already bought the motherboard its a GIGABYTE GA-990FXA-UD3 rev.4 and I just got a atx mid tower case (Corsair Carbide 230T in orange) I need the CPU Video Card, RAM SSD PSU CPU Cooler.
5) If reusing any parts, what parts will you be reusing? Please be especially specific about the power supply. List make and model.
All parts will be purchased new. The power supply may be this one Be Quiet! Pure Power L8 700w ATX 12V 80 Plus Bronze if you guys think it is good enough. I will order it today on special for $70

Not sure of resolution needs just medium settings will be fine
8) When do you plan on building/buying the PC?
I am buying parts as they go on sale in Canada online.

9) What features do you need in a motherboard? RAID? Firewire? Crossfire or SLI support? USB 3.0? SATA 6Gb/s? eSATA? Onboard video (as a backup or main GPU)? UEFI? etc.

I have no OS at this time, will try to get Windows 8.1 when the time comes.

OK, I am building a computer for the second time. The first time I use a AMD xp 1500 which was brand new at the time. HaHa. I have a new MB and want to either buy a FX 8350 or 9370. I would like to buy the 9370 ad it comes with a AIO water cooler (the cooler will fit the rear case fan 120mm on the back of my Corsair 230T. The review on this site confirms that.) So I plan on using a water cooler and not overclocking. Any advice on which CU to buy is appreciated.

Next I want to buy the power supply today if I can. The Be Quiet! Pure Power L8 700w ATX 12V 80 Plus Bronze is on sale and pretty good quality. Is it big enough for the FX 9370? The Video card I plan to use is a Sapphire Radeon Toxic R9 270X 2G GDDR5 PCI-E DVI-I/DVI-D/HDMI/DP w/ Boost (UEFI) Video Card. I will buy a nice mid sized SSD and get two 4gb sticks of Patriot Viper DDR3 Ram. Maybe get a optical drive also. That is about all I think I need. So my two basic questions are is the BE Quiet 700w PSU big enough and what CPU would you guys recommend? Any other advice is always welcome!

Any chance you can return the motherboard? As for the PSU, dont get that Be Quiet PSU as its quality is unknown. As for the CPU, if unfortunately you cannot return the motherboard, then go with the 8350. No, the 9370 is not worth it.
 
I got the MB for a pretty good price, about $100 shipped to my door during the boxing day sale. It is the latest Rev 4 board and has some good reviews. This build is more of a hobby for my son and I. We built a top of the line I7 for him last month and we enjoyed that alot so I wanted to build one for myself. I wanted to go in a different direction so decided to build a amd computer. I will keep the MB and go with the 8350 as per your recomendation. I will also look for a different PSU, the CX series from Corsair might work OK? 700w big enough and do you think I need a modular psu? I didn't even know what that was until we built my son's computer lol. Thanks for the advice, it is appreciated!

Really should have gone Intel again for better gaming performance as well compatibility with your son's PC. That way you could troubleshoot motherboard and CPU issues without having to go and buy another CPU or motherboard.

I generally don't recommend the CX series unless it's the CX430 or CX500 and only if they're on sale or the system is a budget system. Otherwise, I don't recommend the CX series. However, I can't recommend a PSU since you haven't chosen a video card. In addition, I can't recommend a video card yet since you haven't decided what resolution you want. See how everything is connected? :)

So what's the resolution going to be on your new monitor?

For the SSD, I recommend the Samsung 840 Evo 120GB SSD at a minimum:

Though get the 250GB if you can fit it into your budget.

As for the RAM, go for the cheapest 8GB of DDR3 1600 RAM you can find that's rated 1.5V. Doesn't matter what the timings are.

Since you're not overclocking and Canada doesn't appear to be a hot place, you should be fine with the stock HSF that comes with the 8350. However, if you're extremely noise sensitive or you happen to live in the one part of Canada that gets really hot, then get the Coolermaster Hyper 212+ HSF.
