new build, no LAN

After a new WIn 10 Pro install neither of my dual gigabit ethernet ports will work. I installed the LAN driver from Asrock (x299E-ITX/ac) and gives me device cannot start error 10 (Operation failed) in device manager.
Downloaded a newer version from Intel and same thing. It is enable in the BIOS. The Troubleshooter couldnt find anything wrong.
Wireless works.

Boot up a linux live cd/usb and see if the nic works there.

Linux did not work either. Also the USB 3.0 ports did not work which are below the LAN ports.
After days of trying everything I wondered if the M.2 add in card which sits in front of the ports had something to do with it and sure enough everything worked after installing it. I thought if it had no M.2 ssd on it I didnt need it.
