Yes. Win 7 64

He seems to be of the mind that a 6 core amd would be the best way to go given the budget. Even over the i5 to be able to run 6 instances of the game smoothly. EQ2 also seems to be more RAM happy than anything else so he was thinking about 1-2gb per instance as well.

So far we have come up with:

Intel Core i5-4670K $240 http://www.amazon.com/gp/product/B00CO8TBOW/ref=ox_sc_act_title_1?ie=UTF8&psc=1&smid=ATVPDKIKX0DER

Kingston Hyper X Blu 8 GB $55 x 2= 110: http://www.amazon.com/gp/product/B0057Q4ADU/ref=ox_sc_act_title_3?ie=UTF8&psc=1&smid=ATVPDKIKX0DER

With this i5 setup we are at about $950 which is 150 over budget.

If your bro doesn't mind the extra heat and power usage, his best bet for a multi-boxing setup would be an AMD eight core setup. The extra cores would help out. If we were talking about one single game instance, I would definitely recommend an Intel setup. But since we're talking multiple game instances, go AMD.

All right, to get closer to his $800 budget, swap out the CPU and motherboard for the following:
$154 - AMD FX-8320 CPU
$88 - Asus M5A97 AM3+ AMD 970 ATX Motherboard
---
Total: $242 shipped

With that said, if your bro is willing to stay way over budget, then I highly recommend getting this AMD CPU due to its higher clock speed:
$180 - AMD FX-8350 CPU

As for the RAM, that Kingston RAM isn't the best choice since getting two of those sets already means you're mased out at 16GB of RAM. If your bro has Windows 7 Pro and above, then I highly recommend getting this RAM instead since it will allow him to upgrade to 32GB of RAM later on:
$119 - Crucial BLS2CP8G3D1609DS1S00 Ballistix Sport 2 x 8GB DDR3 1600 RAM

If he only has Windows 7 Home, then those Kingston RAM will be fine.

If you still need to shave off some money, then I recommend this case instead:
$43 - NZXT Source 210 Elite White with Black Front Trim ATX Case

If you still need to shave off even more money, then drop down this HSF:
$33 - Cooler Master Hyper 212 Evo HSF

Even if you were going Intel and plan on overclocking, the setup you posted would not have worked since you need a Z87 motherboard to overclock Intel CPUs. You chose a B85 motherboard.
