I'm actually upgrading two computers (mine and the GF's) , the only difference will be the graphic card since she plays mostly WoW and The Sims 3.
Onto the quiz :
1) What will you be doing with this PC? Gaming? Photoshop? Web browsing?
Gaming only (GF plays WoW, Sims 3 and I play anything)
2) What's your budget? Are tax and shipping included?
For both computers 1200$CAN tax+shipping excluded
3) Which country do you live in? If the U.S, please tell us the state and city if possible
Canada (Quebec) but I usually order from NCIX so I only pay 5% tax instead of 15%
4) What exact parts do you need for that budget? CPU, RAM, case, etc. The word "Everything" is not a valid answer. Please list out all the parts you'll need.

5) If reusing any parts, what parts will you be reusing? Please be especially specific about the power supply. List make and model.
Case/PSU (Corsair 650W only 1 year old) / SSD
6) Will you be overclocking?
No
7) What is the max resolution of your monitor? What size is it?
Mine is 1900x1200 and the GF is 1900x1080
8) When do you plan on building/buying the PC?
Today
9) What features do you need in a motherboard? RAID? Firewire? Crossfire or SLI support? USB 3.0? SATA 6Gb/s? eSATA? Onboard video (as a backup or main GPU)? UEFI? etc.
Nothing is really needed, as long as it has lan and sata. I won't be OCing or using SLI/Crossfire so it can be a cheap board.
10) Do you already have a legit and reusable/transferable OS key/license? If yes, what OS? Is it 32bit or 64bit?
Yes, Windows 7 64bit for both computers.

What I've been looking at is an i5 4570 @ 204$
Not sure about the RAM but 8GB should be enough
For the GF I'm thinking a 7850 (she currently uses a 6850 and an old i3)
Maybe this one @ 160$
For me I'm torn... I currently have a 6950 but I lag ALOT so I obviously want more power, should I get :
7970 @ 310$
Or
760 4GB @ 300$
Or something else entirely? 7950 is cheaper so is a 7870 but is it enough?
I'm open to suggestions!
