New Build Boot Issue

I'm having issue with my new build. Initially, my 8-pin mobo cable wasn't long enough to route through the back using the backplate cutouts, so I connected it using an extension cable. When I started up, nothing happened. My initial thought was that it had something to do with extension, so I disconnected it and plugged the 8-pin cable from the front without the extension.

Now, when I press the front panel start button, the power supply turns on but not much else happens. The case and cooler fans don't spin at all and I don't hear any beeps when I turn it on. The fans on my video card spin and the front panel is getting power. My optical drive also appears functional. About every 18 seconds though it looks like it tries to boot up. The power light will momentarily go off and the video card fans will stop spinning but then start up again.

I already tried removing the video card and checked the RAM with no results. I should be able to get my hands on another PSU tomorrow to see if that's the issue. If it's not the PSU though, how do I determine if it's either the mobo or CPU?

Have you tried with everything disconnected except the CPU? RAM and GPU out, drives disconnected, nothing but CPU and mobo power connected. Monitor connected to the mobo video output.

If this gets you to the point of a beep code (or the fans stay on if the speaker isn't hooked up), put your RAM back in and see what happens. Next, if you're still good, try reconnecting your drives one at a time.
 
Ok, I'm not sure what's going on. I didn't get a chance to test it with a different PSU as it isn't available to me yet. However, I disconnected everything except the CPU and cooler and still had the same issue. I thought it might be a grounding problem so I removed the mobo from the case but still had it.

I then disconnected the CPU fan and plugged it back in even though I thought I had already done this. Tried starting it again and it was spinning. I then plugged in a case fan and it too was spinning but again they had that issue where they would stop and then start again about every 18 seconds.

I put the RAM back in and then for some reason tried to do that discharge thing where you unplug the PC and hold the power button for 30 seconds. In my case I held a screwdriver to the mobo pins since I have the front panel disconnected. I plugged it in, turned it on again and the fans stayed on consistently. I then unplugged the CPU fan and could feel the heatsink getting warm which I guess is a good sign.

I tried plugging in a monitor and lo and behold it displays a message that no bootable drive is available and it's prompting me to click OK to enter the BIOS set up. I still haven't heard any beeps though. Since everything looks ok at this point I'm going to reconnect everything and hope for the best. Any idea what might have happened?
 
OK, last post. I tried the cable extension again and it's DOA. I put everything back together, turn it on again and run into the same problem. After trying a few different things I figured out it was the video card after all. I'm not sure why I didn't catch it the first time around.
 
The extension cable is definitely DOA. I'm not sure yet about the video card. As I mentioned, the fans do spin but for some reason the card appears to causes the system to restart on a continual basis. I read on another forum of someone having a similar problem and upgrading the BIOS supposedly fixed it. I also haven't disabled the onboard graphics yet but I can't see why that would cause the issue. Later tonight I'll try the card in a different slot to see if the results are any different.
