2) What's your budget? Are tax and shipping included?
Prefer to stay under $600
3) Where do you live?
New York
4) What exact parts do you need for that budget? CPU, RAM, case, etc. "Everything" is not a valid answer. Please list out all the parts you'll need.

mATX motherboard P55/H55/x58
intel i5 processor
4GB RAM
mATX case (chose one but not sure if it fits SLI)
5) If reusing any parts, what parts will you be reusing? Please be especially specific about the power supply. List make and model.

So far i have:
(CASE)http://www.newegg.com/Product/Product.aspx?Item=N82E16811146065
(MB)http://www.newegg.com/Product/Product.aspx?Item=N82E16813188064
(PSU)http://www.newegg.com/Product/Product.aspx?Item=N82E16817207002
(CPU)http://www.newegg.com/Product/Product.aspx?Item=N82E16819115215
(RAM)http://www.newegg.com/Product/Product.aspx?Item=N82E16820231277

Im not sure if the PSU has enough power to run 9800GTX on SLI i google it and people say that it needs a 750W psu but i read a review on newegg and this guy had crossfire 5770's on a 650W psu. Also, not sure if the case can fit SLI, im new to mATX boards so im not sure if 4 slots on the back of the case is enough to fit 2 graphic cards that already take up 4 slots. Appreciate the help

If you're going to be upgrading your monitors "soon," you should also upgrade your video cards at around the same time. The Nvidia G92-based cards show their age at 1920x1080 or greater resolutions. However, newer, better video cards may overload the 650 watt PSU, especially if it has less than 50A (combined) on its 12V rail(s)

In fact, you should consider spending more money now to minimize what you'll have to upgrade later. Assuming that you end up buying everything that you're considering now, the new monitor(s) purchase could convince you that you need a newer, better video card, or two...
... which could lead to you upgrading the case, as your old case can't handle the size of two cards over 10" long (each)...
... which could lead to you upgrading the PSU, because you find out (later) that it can't handle the load...
... which could lead to you buying a new CPU cooler, so you can overclock your processor...
... which could lead to you buying a new HDD/SDD, to prevent that from being the performance bottleneck...

... but I digress. How soon were you planning on buying your new monitor?

Well the monitor can wait till i have more money first. Right now the budget i have is only 600=/ i chose to get that case cause its small and im probaly gonna keep it for awhile. If anything i can sell my 9800's and get a 5770 maybe? or even a GTX460. Im going to probaly have to buy a new Hard Drive soon along with this. What i was not sure on the most was the motherboard because i saw it didn't have a heatsink and thats new to me...

The HSF comes with the CPU, not the motherboard.

That case will fit two dual slot cards but you're gonna have to pay close attention to their temperatures as two cards placed that close are gonna run hotter. So make sure you can direct as much cooling as possible to the cards.

The PSU should be fine for 9800GTX SLI. However for future reference: 9800GTX uses more power than the HD 5770.

Also, if you're not overclocking, no need for that particular G.Skill RAM. Save $17 by going with this RAM set:
$82 - G.Skill F3-10600CL9D-4GBNT 2 x 2GB DDR3 1333 RAM

i ment as in theres a heatsink on most motherboards that ive encountered. I might end up selling those 9800GTX and getting a GTX460 most likely or a 5770 in that case

What heatsink are you talking about? There is a heatsink on that eVGA mobo. It's at the point where the RAM slots and the PCI-E slots are perpendicular to each other.

Aim for the GTX 460 if you can. If not, the HD 5770 is an ok choice.
