I'll be running an Intel quad core Q9450 and an nvidia GTX 280 on an Asus P5Q motherboard.

Other stuff: 1 blu-ray/dvd drive, 1 hard drive (500gb 7200rpm SATA), 4GB DDR2-1066

In a Lian-Li PC-60BPLUSII.

I have absolutely no idea what rating PSU i'll need. the last system i assembled was over a year ago and i put an antec 600w in that.
 
A good quality 500W PSU is all that you need. With that said, I recommend getting the Corsair 750TX 750W PSU:

It's one of the best deals now for a good quality 750W PSU. Get it and you won't have to worry about power requirements for a while.
 
Will a 750W PSU automatically be drawing more power than say, my old 600W, at "idle"?

I'm asking because where I'll be using this, I'll be making heavy use of a 2000-2200VA UPS because the power goes out all the time. The less power it uses, the longer it'll hold out.

Not really. A power supply will only draw the amount of power needed by the PC. So if your PC is drawing/requires 300W of power, then that's all the power that the 750TX will provide. In addition there is the issue of efficiency.

But you don't have to worry about power usage.

Speaking of which, what Antec 600W PSU do you have?
