my board finally bit the dust, and I'm considering building a whole new tower.

1) What will you be doing with this PC? Gaming? Photoshop? Web browsing? etc
Gaming, mostly heroes of newerth.
2) What's your budget? Are tax and shipping included?
300 max 250 or less if possible.
3) Where do you live?
California
4) What exact parts do you need for that budget? CPU, RAM, case, etc. Please be very specific.
CPU, RAM, MOTHERBOARD, POWER SUPPLY, CASE.
5) If reusing any parts, what parts will you be reusing? Please be especially specific about the power supply. List make and model.
Hard drive, video card, monitor, keyboard, mouse, and possibly the dvd burner, but its IDE.
6) Will you be overclocking?
Possibly, if the system is stable.
7) What size monitor do you have and/or plan to have?
19 inch lcd.
8) When do you plan on building/buying the PC?
ASAP
9) What features do you need in a motherboard? RAID? Firewire? Crossfire or SLI support? etc.
Just the norm, don't need raid sli or any of that stuff.
10) Do you already have a legit and reusable/transferable OS key/license?
Yes

about 45 mintues away from sacramento fry's

Great.

Ok:
$60 - Intel Pentium E5200 + MSI G31TM-P21 from Fry's
$42 - Crucial 2GB (2 x 1GB) DDR2 800 RAM
$40 - Coolermaster Elite 335 Case from Fry's
$50 - Corsair 400CX 400W PSU
---------
Total: $192 plus tax and shipping.

What video card will you be reusing?

bummers... cuz that was a steal of a deal, IMO. Since they're all out, switch to DDR3 RAM and an AthlonII X2 240 combo for around $125.

edit: Unfortunately, the price of entry for AM3/DDR3 would be a bit more, so if you don't mind DDR2...
$118 - Combo: AMD AthlonII X2 240 Regor 2.8GHz AM3 + ASUS M4A785-M AM3/AM2+ 785G mATX
$85 more
