1) What will you be doing with this PC? Gaming? Photoshop? Web browsing? etc
This is strictly for gaming and Raw video encoding machine. Gaming would be like WoW, Upcoming Games, Mass Effect 2, Bioshock 2, etc.

2) What's your budget? Are tax and shipping included?
My upgrade budget is around 600 but give or take. I want quality components but great value.

3) Where do you live?
Minneapolis, I have a microcenter here.

4) What exact parts do you need for that budget? CPU, RAM, case, etc. Please be very specific.
CPU, I don't know if I should go 860 or the 920 route, RAM, again cpu specific, PSU, MOBO, must be able to run my 4890s in crossfire, and raid0 support, I an H50 im going to reususe also.

5) If reusing any parts, what parts will you be reusing? Please be especially specific about the power supply. List make and model.
Lian-li V1200 case, 2x 300gb Velcioraptors, 1x 4890 (going to buy another 4890 to crossfire, see my reasoning below) I'm going to be giving my old Q6600 build to my brother.

6) Will you be overclocking?
Yes

7) What size monitor do you have and/or plan to have?
27" iMac display 2560x1440 (only the 4890 and the 5970 are confirmed to work in target display mode for this) So I'm going 4890 crossfired.

8) When do you plan on building/buying the PC?
This week

9) What features do you need in a motherboard? RAID? Firewire? Crossfire or SLI support? etc.
I must have crossfire. I also need RAID so I can raid 0 my Raptors.

You want an I7-920

You should be looking for :
920
6gb -ocz gold (1.65v or lower), corsair, gskill ram
Arock X58 Extreme or Asus P6T
Antec New Truepower TP-750 or Corsair 750

Going for the Corsair 750HX. Still looking for recommendations on a good ram/mobo/cpu combo

GIGABYTE GA-EX58-UD3R LGA 1366 - 188.99
http://www.newegg.com/Product/Product.aspx?Item=N82E16813128423

i7 920 - $220 after tax Microcenter

Corsair 750HX - 149.99
http://www.newegg.com/Product/Product.aspx?Item=N82E16817139010

CORSAIR XMS3 6GB (3 x 2GB) 240-Pin DDR3 SDRAM DDR3 1600 (PC3 12800) - 159.99
http://www.newegg.com/Product/Product.aspx?Item=N82E16820145258

total = 718.97

From my understanding the Gigabyte board can do Crossfire and RAID 0.

Overshot the $600 price but I'm fine with this. Is this good?

Yes you should be happy with those parts.

ok, your mobo link is wrong. You listed the old UD3R mobo but linked to new UD3R mobo which costs another $10. I recommend spending the extra $10 for the newer version since that extra $10 gets you:
- USB 3.0
- 6 RAM slots rather than the 4 of the old UD3R.
- 2 x SATA 6Gb/s

The above features are totally worth the extra $10.

Other than that, looks good to me.
