1) What will you be doing with this PC? Gaming? Photoshop? Web browsing? etc
Gaming/web browsing. Mostly wow/gw2
2) What's your budget? Are tax and shipping included?
600-700$ tax/shipping and all
3) Which country do you live in? If the U.S, please tell us the state and city if possible.
Usa,West monroe la
4) What exact parts do you need for that budget? CPU, RAM, case, etc. The word "Everything" is not a valid answer. Please list out all the parts you'll need.
i want as much blue as possible. i really want either the raidmax tornado tower, or the raidmax super blade. and i really like the asus motherboards but have no idea if theyre any good. first time builder but my friend will be helping me with it all, he refered me here for my build tho.
5) If reusing any parts, what parts will you be reusing? Please be especially specific about the power supply. List make and model.
none at all
6) Will you be overclocking?
idk anything about overclocking, the negatives, goods?
7) What is the max resolution of your monitor? What size is it?
i use my hd 35in tv atm 1366x768 i think
8) When do you plan on building/buying the PC?
asap! ready to order now
9) What features do you need in a motherboard? RAID? Firewire? Crossfire or SLI support? USB 3.0? SATA 6Gb/s? eSATA? Onboard video (as a backup or main GPU)? UEFI? etc.
3.0 usb i dont know much about the other stuff plan on running windows 7-8
10) Do you already have a legit and reusable/transferable OS key/license? If so, what OS? Is it 32bit or 64bit?
i do not know

any tips would be highly appreciated, really wanna do alot of led's to go with the blue color scheme.

Your monitor is really going to limit you. On the bright side, building a gaming computer that can max out a 1366x768 TV should be fairly easy.

Those cases come with a 450w power supply. Normally I don't suggest using included power supplies, but for this build it will probably work fine.

Case & PS: Raidmax tornado tower, or the raidmax super blade w/included ps = $60
MB: ASUS H81M-K LGA 1150 Intel H81 -- USB 3 & Sata 6 = $56
CPU: Intel Core i3-4130 = $125
Memory: G.SKILL Ares Series 8GB (2 x 4GB) DDR3-1600 = $68 with promo code
HD: 1TB Seagate Hybrid desktop drive = $88 after promo code
OOD: Whatever DVD-RW is on sale = $20
Vid: EVGA 750 Ti -- No 6 pin required = $150

Total: $567 so you have extra $$ to upgrade your monitor or buy a Windows license.

The bad news is, for $700 without an OS, you're looking at $600 which is very tight for a ground up gaming build.

The good news is, a 1366x768 screen is incredibly easy to drive, making the budget possible if you stick with that TV as your monitor. So the question becomes, do you see yourself using this same screen for an extended period of time or do you think you will be upgrading to a higher resolution soon? And just to be safe, that TV has HDMI right?

edit: 1_legged_sheep beat me to it

I don't think you should limit yourself to the Raidmax cases. They are extremely outdated without USB 3.0. If you're after the gamer aesthetic, you should see Cooler Master's offerings. There are a few in the $60 range that come with blue LED fans.

I do not recommend going with 1_legged_sheep's build recommendation (even if the system is relatively low power) on account of the case and PSU: The case is going to be crap and both cases don't actually come with PSUs (at least the ones listed on Newegg don't). So both builds are technically missing PSUs. With that said, even if both cases came with PSUs, more than likely, they're going to be shit. Check it: HardOCP just recently did a review on a Raidmax PSU that's currently selling for $59 where it showed that it was pretty much crap by any half-decent standard:
http://www.hardocp.com/article/2014/03/18/raidmax_cobra_power_500w_supply_review/

So if a Raidmax PSU that costs nearly $60 by itself is a total piece of shit, then a Raidmax PSU + case combo that costs $60 together means that the included is going to be worse. So do not use any Raidmax PSU. Now for the Raidmax cases themselves: As noted earlier, both cases aren't good. Both cases are cramped, have little to no space for cable management, relatively outdated/poor for cooling, and cost way too much considering that there are significantly better quality, cooling, spacious, and feature having cases for around the same pricing as those Raidmax cases. I know you want a blue case but honestly, you're going to have to abandon that idea or significantly increase your budget as the only real decent blue-colored case tyhat I can recommend to people (Bitfenix Prodigy) that I can see on Newegg would require you to spend far far above your budget.

I'll be back later with some recommendations for parts.

Looks like I had more free time than I thought:
$120 - Intel Core i3-4130 CPU
$70 - MSI B85-G41 PC MATE Intel B85 ATX Motherboard
$64 - Kingston HyperX Blu KHX1600C10D3B1/8G 8GB DDR3 1600 RAM
$156 - MSI R7 265 2GD5 OC 2GB PCI-E Video Card
$59 - Seagate Barracuda ST1000DM003 1TB 7200 RPM SATA 6.0Gb/s Hard Drive
$21 - Lite-On iHAS124-04 DVD Burner
$50 - Corsair CX500 500W PSU
$50 - NZXT Source 210 Elite White with Black Front Trim ATX Case
$100 - Windows 7 Home Premium SP1 64bit OEM
---
Total: $690 shipped.

So key advantages that the above setup has over 1_legged_sheep's setup:
- Significantly better quality PSU.
- Significantly better quality case.
- Faster video card.
- More upgrade room on account of the choice of RAM and motherboard.

However, key advantages that 1_legged_sheep's setup has over my setup:
- Lower power usage on account of the video card (assuming that the Raidmax PSU's own low efficiency aren't mucking things up)
- Faster hard drive

The OP stated he wanted that case though.. I'm thinking he likes the design or something? Everyone has their own case style even that Thermaltake Armor A30 had a few buyers and that thing looks like a Kandinsky painting gone bad. I'm all for swapping out that PS though.

Just because you want something doesn't mean that you should get it though. Now I wasn't criticizing the actual look of the cases. I was criticizing the actual functionality of those cases which are, objectively, crap in comparison to similar priced cases out there.

I wasn't for sure on the case, yeah I just liked the design but if the cases aren't good for use then ill definitely be going with a different color, thanks for the build recommendations for sure, will most likely be ordering the parts within the next day or two. Any preferred cases out there?

Just a thought on the choice of case:

I have that Raidmax Tornado case and I'm using it in my arcade rig. It's not a bad case if you're just using it for something simple but for a gaming rig with a discrete video card the lack of room for cable management and proper cooling makes it a poor choice.
