Need help installing windows 7 oem 64 bit

I have a brand new HDD and a brand new copy of Windows 7 oem. I configure it to boot from cd in the bios f10 saves it and reboots but nothing says there isnt a bootable media. what do I do. The hard drive is new no software on it at all and its not even formatted yet. Its just for this one computer in the house. what am i missing. Now I went back 5 pages in a search trying to find the answer there but to no avail. Please help its just sitting at a blinking cursor right now not able to do anything on it. The web is confusing as when you do a search on it geez theres a language barrier on some of the forums as well to understand this.
 
In the BIOS, you have it set to boot from CD.

And its not booting from the CD... it says the media
is not bootable...

I'm going to take 2 guesses on this.

1.) Your DVD/CD drive is dirty/bad
2.) Your DVD/CD is bad / scratched / dirty.

Here's a suggestion you can try.

1.) Grab a blank DVD.

Go there, its the 90 day trial of Win 7 64 bit Ultimate edition
3.) See if that boots after you burn a copy. If the answer to #3 is Yes, then reference
Points 1 and 2 noted above.
 
What motherboard are you using?
How is the CD drive connected to the motherboard?
Does the CD drive have power?
Is the CD drive showing up in BIOS (most BIOS's will either have a status screen in setup somewhere or will show the drives on the splash screen or both)
Is raid enabled?
 
this is a brand new version of win 7 oem 64 bit. the dvd player works fine its hooked in the sata chain on the motherboard biostar ta880gb+ light lights on cd drive as well. CD is showing up in bios as well and im telling it to boot from cd in the boot in the bios file
 
so all i need to do is get this thing to boot WTH what happened to making simple boot cd to start the process
 
Do you happen to have a 4GB or larger USB stick/Flash drive/thumb drive? If so, you might want to try making a Windows 7 installation "stick" instead, it'll go faster and might get around whatever particular issues you're having at this time.
 
the dvd player has stopped working. It will not spin up at all. a new sata cable power cable and nothing. It also configures it as a dvd ram drive in the computer window and you cannot view the drive.
 
I personally recommend using the boot menu to select optical or USB boot, than setting it in the bios, especially if booting from USB. If you dont, when the system reboots it will automatically go back to the USB drive and start the setup process again. If you select boot to CD or USB via boot menu, it's only on that boot, the subsequent boots will go to the first boot device, which should be the hard drive.

The boot menu could be Esc, F1, F8, F12, or something else. Just read your manual or look for it to flash on screen :)
 
well the cd rom doesnt work and will not spin up to a high speed spin. its just reads teh dvd the green light blinks a bit then it just stops.
