I just ordered:
3000+ Venice
XP-90 with a panaflo fan
DFI Ultra-D nForce 4 Motherboard
2x 512mb TwinMos SP
ATI x800xl
Segate 200 gig ATA

I read the sticky about the recommended PSU, but I had some problem getting into newegg. Anyway Looking at a budget less than $40 for a PSU, what is the best choice? I will overclock modestly

Ok.. I looked around a bit for you and found this:

http://www.directron.com/pp4003p4.html (Yes Virginia. There are other store on the Interweb other than Newegg.)

It's only $35.99, is good quality, quiet and has 27A on the 12V rail.

Anything else I looked at for under $40 was either crap (Deer, Powmax, etc.) or had only 18A on the 12V rail.

Sorry to say it, but it's probably not going to happen on that board for $40. My minimum suggestion would be:

460w: http://www.ewiz.com/detail.php?name=PS-FS500A

However, these are better choices:

In addition, I'd look for the Seasonic S12's above 500w, the OCZ Powerstream 520w, or any Zippy over 500w.
 
$40 isn't going to get you very much... do consider expanding your budget. The Fortron AX500-A is a good choice for not much more.

Yeah... and since DFI boards are touchier than epileptics at laser light shows, it's probably best to adhere to that requirement.

I just don't want to see the guy get a "Powmax Demon 520W" and have it blow up in his face.

The new Antec SmartPower II Modular 500W for $67 or
the Fortron Blue Storm 500W for $73 & free shipping,
are about as low as you can safely go. :(
