I have the Saphire 9700 Pro, although for some reason it is read as a "ATi Radeon 9500 / 9700" and it's clock/mem speeds are 276.75/270 instead of 324/310.50.

What's wrong with my card? Did I get jipped? I've heard that flashing the BIOS might help, but how do I go about doing that? And how do I know if my card can/will be stable at that?

FYI: I'm Running
Intel 2.8E @ 3.0GHZ
Asus P4P800-VM
1GB Crucial DDR3200
ATI Radeon 9700Pro

I may be wrong, but I don't think you got a Pro. Looks like a non-Pro to me, but it's been so long I can't remember the speeds for sure.

My device manager and display control panel read "RADEON 9700 Pro"

my 9500(hard modded to 9700, flashed to 9800np) shows up as 9700pro all the time (n its default clock is 270/270, i reduced it when flashin 9800np bios).
