For the music that is played in a game, such as Skyrim/Witcher or any game really, what product best improves that sound quality? Is it an external DAC/AMP or sound card just like music you listen to outside of gaming(itunes, youtube)?
 
It can be any of the parts you listed. However the best method (usually) is to upgrade your headphones or speakers.

What is your current sound equipment?
 
I use sennheiser 598's. I don't plan on upgrading those at all, and I don't have any sound card or amp/dac at the moment. Still trying to decide
 
That's a lot of sound card to jump to, if you are coming straight from onboard. I'd look at something like the Xonar DX instead (at half the price), or even the Xonar DG if you just want to see what kind of improvement you'll get.

The game music is processed the same as any other music, with the exception that the quality is limited by whatever the developer decided to use for compression, etc. So it likely won't sound as good as normal music files in any case.

It really depends on how much the OP wants to spend. Any quality sound card or external DAC/AMP should improve his listening experience, whether it's music, games, movies, etc..
 
The STX is generally a good value but it's output impedance (10 ohm IIRC) is a little high for the HD598, might lead to looser bass... Now, it's not the end of the world, I own an STX and I'm using it with cheaper headphones with a similarly low impedance as the HD598, but I've noticed the difference when I've listened to the same headphones from other sources.

If you're happy with the HD598 you might wanna consider one of the cheaper cards mentioned above and/or a separate headphone amp (I don't know what's the output impedance of the rest of the Xonar line so I've no clue if the amp would be necessary).

If you don't care for or need positional sound virtualization for gaming (Dolby Headphone or CMSS-3D) then you could opt for a DAC that includes a headphone amp which matches up better with the HD598, something like the Audioengine D1 or ODAC perhaps.
