MSI Mainboard issue

i'm looking at this machine for someone.
Its a Medion PC, so its using an MSI mainboard (not one you can buiy off MSI)
When its turned on it just emits a long bios beep, then stops, then te same long beep again.
I've look at all the bios beep code pages i can find, but i can't find one matching the one this board is giving out.
I have removed the mem but it makes no diff.
I've also tried another P4 CPU and the same thing happens.

anyone got any idea's

i've removed everything from it at this point.
but i'm wondering...can the PSU cause this beep?
I don't have another PSU i can test in it, but i don't want to go away and get a new mainboard for this guy and then find its the PSU.
that'd be a shit situation
 
Maybe...you can get a cheap thermaltake on Newegg for $30 that should be enough power for these kinds of troubleshooting things. Might be low voltage.
