Motherboard or CPU causing lockups?

Never ever had this happen before. I built this computer about last juneish.

This randomly started one night. If I'm using IE or firefox or anything and go to use another program everything I click on won't open. Like even if I mouse over them on desktop they dont highlight. If go to switch my channels on mumble it completely locksup. I get no crashes whatsoever and if I CTL ALT DELETE and bring up task bar the computer starts working instantly without forcefully closing anything.

Also games work fine, No freezes or lockups but if I go out of game to maybe surf the internet everything is locked up and unclickable. I bring up tax manager and its fine.

I tried reformating , samething, I tried another HD. Same issue. I ran MEMTEST86 and checked out okay. I wouldnt think my video card would cause it... nothing seems to be overheating and I cleaned all the dust out about 2 weeks ago and I always do. I have to think it's down to MOBO or CPU which both have warrantys still. Not sure what could cause this? I've never flashed my mobo as i've never had a problem. I will try that next.
 
I'd lean towards the motherboard. That particular series is a bit troublesome.

Though for shits and giggles, swap PSU and GPU if you can.
