. How do you redeem it? Steam code? Is it tied to a video card as in do you need a specific card to activate it like a 1060, 1070, or 1070Ti?

It's an NVidia code. You navigate to their redeem URL, enter a couple of codes, one that is purchased via this ad, one that is present on their redeem page at load. Once those two codes are entered you log into Steam from an applet within their page, click "confirm" then "redeem". From there you refresh your Steam library and the line item for the game will be there. (The above verbiage is an abbreviated form of their redeem instructions email, which contains the code)
One would need an Nvidia account, but owning a Nvidia GPU is not a requirement for that. And at no point along their instructions, or as far as I've taken them without actually activating anything has made any mention of identifying a GPU serial number or anything like that.

actually after doing some Googling I'm not sure now...with Nvidia's recent promos they made made it so you needed to have the card installed on your system for it to redeem (this severely limited reselling the code)...but I hear with Monster Hunter it might be unlocked and anyone can buy the code and install it

True enough I suppose.
Anyway, thanks again for the info. Should I find myself in a similar situation in the future I'll do a bit more evaluating prior to posting.
