Hi there, I could use a little help with this headache:

In June of 2013 I built my mother an ITX system with the following hardware (Windows 7 Home Pemium):

430W CORSAIR CX Series
ASROCK B75M-ITX Mini ITX ( Intel B75 - Socket 1155 )
INTEL Quad Core i5-3470 3.2GHz
DDR3 8GB [2x4GB] DDR1333 (PC3-10600) - KINGSTON Value
SATA600 1.0To (1000GB) - 7200 SEAGATE Barracuda 7200.12 (32MB)

It worked fine for a few months, but eventually she complained of slow downs and the monitor then stopped receiving a signal from the motherboard. The system has no dedicated GPU and up until now I haven't had enough time to attempt a serious fix.

However, over the last few days I've tried various fixes I found on the internet which included the following:

Holding down the power button while the system is unlpugged.
Removing and re-installing the CMOS battery.
Resetting the CMOS bios hardware settings by re-positioning the jumper.
Booting the system with only one of the ram sticks, trying both slots with both sticks. I also tried booting with no ram sticks and heard no sounds from the computer. (I'm not sure if this is because the Mobo is done for or if it simply doesn't output sound by default.)
I tried the monitor with another computer and other monitors with this one. The problem is with the computer.
I disassembled and reassembled the PC (reapplying the heat-sink once.)

Upon start up it hums up and the case fans as well as CPU fan spin fine. The wireless keyboard I use with the computer seems to be working too (shift key toggles), so chances are it's booting. No BIOS screen or start-up audio though (not sure if there was before). I haven't tried the HDMI output though I would be inclined to expect similar results.

My guess is there's a problem with the MOBO or CPU, but I'm really still quite an amateur when it comes to computers so if there are any further steps I can take to single out the faulty part and replace it without having to send it to a professional repair guy I would like to know them. I do have a dedicated GPU and some other hardware I might be able to try out, but it's at my place and I won't be there for another week or so. If you require any further information please let me know. Any advice will be greatly appreciated.
 
Try a different set of RAM.
Try a dedicated GPU.

Does the system shut down if you just press the power button? Not holding down the power button but just one press.
 
I mounted a 10 year old x700 pro in the PCIE slot for giggles and sure enough I got a response. The fan is really loud and the screen resolution is terrible, but I have an image and I can boot to desktop. I guess my next move is to buy a dedicated GPU. Any ideas on why the Mobo without the GPU doesn't work? Faulty wiring in that section? Any suggestions on a $100-150 GPU?

And for the shutdown on button press question. It varied... I too was looking for a pattern.
