hello!

for some time, I haven't keep up with tech news, so can you tell me please which is the top monitor or monitor technology (available either now or soon) for text reading

ipad3 has astonishing display for text, and it seems not only it's ppi, but also it's ratio (4:3) helps for this

what would be the best for a desktop monitor?

I don't care at all for games and movies and such

I only need crispest text and web display

For text reading the best tech is VA. Modern options come from philips and benq. In the USA look for benq GW2x50, GW2x60 or BL2400.
All of them use LED backlight and have the best black levels and contrast around the price point. For reading, watching videos and web surfing nothing comes close to modern VA panels at current size/price .
 
If you like Ipad3 you probably want something that is light AG/glossy, IPS/PLS and high DPI.
