Migrate Win 2003 Server?

What is your best way to migrate over from an old server to a new one?

Windows Server 2003 Basic Edition.
 
What do you need migrated?
User accounts?
Domain?
Data?
Programs?

Depending on what it is, it can be very easy or very time consuming.
 
same questions as above, plus...

is it a domain member or workgroup?
why do you need to migrate?
 
Basically everything, it is a domain.

Upgrading from a 5 year old server to almost top of the line hardware.
 
Then thats an important migration huh !
Going to keep the old server around or retire it?
You could add the new server as another DC to the domain, then move services over to it little by little
or you could do a swing migration on the domain (this lets you keep the same server name, domain name, user accounts, etc, which is nice if someone has a link to \\OldServerName\ShareName\Document.doc, it would still work)
 
Going to retire it. The original server also uses regular desktop parts and nothing heavy duty like the new server. No idea why they just used desktop stuff, cut costs i guess.

They have 10 computers hooked into it. For some odd reason even though it is a domain server only 2 computers login via a domain, the others are workgroup.
