I am looking at upgrading my PC and I was wondering how much difference will there be between a RAM stick with cas latency of 9 versus one with 7. Will the difference really be noticeable?

Nope. Not noticeable performance difference
 
So I could take the GSkill 1866 DDR3 RAM Model F3-15000CL9D-4GBRH and set it to 1600 or 1333 to bring the latency to 8 or 7 with no problems?
