And still it is the best of the three by far. I've spent hundreds of hours with ME2 alone, with at least a dozen of playtroughs. While ME3 I'm still at two. One of which was pre-dlc, so it's more like one and a half plays. ME3, was more like gears of war in me skin. Mindless cover abusing and waves after waves of enemies.
The combat was essentially unchanged from ME2 to ME3. Both games limit you to a single story mission at a time, so ME2 isn't really much more of an RPG than ME3. ME3 did have much better weapon customization. Aside from that, the only major differences was ME3 had a focused story longer in length but ME2 had more side quests.
