They gotta figure out who did it.
Something that large is organized and sponsored.

Obviously a nation state actor.

China and Russia likely top the list of suspects.

Yet, no arrests...

Probably operating under diplomatic immunity. Worst you can do is expel them

The article mentions server racks and other setups. They probably didn't use their real names, but I'd start by tracking down who leased the space these things were in. That's tangible. That's "meatspace".

Spam farm. Quite the leap to equating it to taking out cell networks FUD. Could they? Maybe affected them a bit, but not anything that wouldn't able to be mitigated easy enough and every large city has these.. Definitely being overblown on the news cycles as far as the overall intention/risk. Criminal enterprise. For hire.

Ex-NewYorker here. Yes but. But between Midtown and Downtown/Wall Street, there are an incredible number of businesses and government agencies (mostly downtown) with well over 1 million employees and visitors. Plus all 3 TV networks, plus major newspapers. And with the UN in session, there would be a lot of US government plus NYC police involved in protection. Knocking out most communications could be a cover for a major stock market fraud or a terrorist attack.

Yeah, there's sone reports of sim farms taking down towers, but mostly by accident. This is just almost certainly a setup to run grey routes sms/calling. I saw some references to swatting, which may have happened from a customer of this farm, and if so, that's likely why the farm got busted, but nothing really exciting here, except it sounds like a lot of sims. Otoh, it's not that much investment if they've got paying customers.

But criminal enterprises would do anything for money, and governments have money. A lot of money. And using criminals to do their job would make it more difficult to prove they're involved as well.
