low level formatting

whats the purpose of doing a low level format on a new hard drive? whenever i buy a hdd i always get the disks in it with a low level format utility. ive never used it b4 and dont think i need to, but whats the purpose of it and how is it different from formatting with the one with windows.

In an EXTREMELY basic explanation, low level formatting sets up disk operating parameters that you should never touch. It creates the tracks and sectors. Never do it.
