For a CPU only loop. Is this the preferred order? Thinking that I want the water to hit the block at it's coolest point (out the radiator).

Reservior > Pump > Rad > CPU block > back to reservior
 
no real preferred order for a loop except the reservoir being just before the pump (helps to reduce any chance of the pump getting bubbles/air), most just say to construct it using the least possible tubing (without using so little that it might cause problems, lol) for flow rate.

That's pretty much perfect order. People say the temp from pump added before hit cpu won't hurt , but be safe than sorry.
 
its a circle; flow rate will be as high at any one point in the loop, as the point of most restriction. as long as water is moving at an adequate rate, the temp difference between input and output ports on the radiator will be almost zero.
 
The tempreture in the loop genrally equalises itself, so the order doesn't really matter. Ive done Pump>Rad>CPU>T and PUMP>T>CPU>RAD> etc. and its exactly the same. Plus the pump would add tiny fractions of a degree, and if it adds more, you need a new pump.

If you are worried about bubbles, a much better option is to get a T and put it at the lowest point, then attach a resevoir to the top of the T. The water will flow through it much more easily than it will through a resevior, and the T helps with bubbles.
 
Order doesn't matter much except you need the res to feed the pump directly. A dry pump can damage itself according to the manufacturer's warning.
