1) What will you be doing with this PC? Gaming? Photoshop? Web browsing? etc
Mainly gaming, movies/shows while game is running, developement (VS2010, etc), streaming.
Games (WoW, LoL, D3, dues EX. HR and future games, Prototype 2, Sins of a solar empire 2)

2) What's your budget? Are tax and shipping included?
1200-1400 (before tax/shipping)

3) Which country do you live in? If the U.S, please tell us the state and city if possible.

2x 23 inch monitors Acer H2-42H 1920 x 1080 resolution

As soon as Ivybridge benchmarks are out.

9) What features do you need in a motherboard? RAID? Firewire? Crossfire or SLI support? USB 3.0? SATA 6Gb/s? eSATA? Onboard video (as a backup or main GPU)? UEFI? etc.

10) Do you already have a legit and reusable/transferable OS key/license? If so, what OS? Is it 32bit or 64bit?
Yes, Windows 7 64 bit professional.

Ivy Bridge is supposedly due out on April 29th. So I recommend that you friend waits for that. For now, forget about the CPU, mobo, and RAM as we won't know what the optimal choices for those parts will be until Ivy Bridge hits.

As for the rest of the parts:

about the motherboard. is that the best from Asus? or would someone recommend something different.

The CPU is fine for overclocking as it is unlocked. I am wondering how well the mobo and cpu will work together.

Actually, you copypasta'd the description of the Maximus V Gene from the description on that page. It is a typo: X58 was an older chipset that was used on LGA 1366 platforms. The Maximus V Gene actually uses Intel's newest Z77 chipset.
