One of my friend is looking for a budget rig, he can spend maximum upto 500 bucks. So here is the specification

CPU : Intel Core i3-530 Clarkdale
2.93GHz 4MB L3 Cache LGA
1156 73W Dual-Core Desktop
Processor

MOBO GIGABYTE GA-H55M-UD2H LGA
1156 Intel H55 HDMI Micro ATX
Intel Motherboard

Memory: CORSAIR XMS3 4GB (2 x 2GB)
DDR3 SDRAM 1333 (PC3 10666)
Dual Channel Kit Desktop
Memory Model TW3X4G1333C9

GPU: Sapphire Radeon HD5570 1GB
DDR3 PCI-E 2.0 Graphics Card

He already has a 24 inch display, and will use the PSU and Case of his old rig.

So what is your suggestion? How good is the Mobo for overclocking and how good is th GPU?

Unless you're getting that Core i3 as part of an awesome CPU + mobo deal for $150 or less, with that limited of a budget, you should not be looking at a Core i3 setup at all. He's better off with an AMD setup.

The HD 5570 is not a good card for gaming. Especially on a 24" monitor. Bare minimum I would suggest for such a high res would be the HD 5770 1GB. However, the GTX 460 1GB or HD 6850 1GB would be the more ideal GPUs.

What PSU and case will your friend be reusing?

EDIT: Also which Sapphire HD 5570 are you talking about? There's two Sapphire HD 5570 models out there.

In PSU he is using Corsair 450VX and CM 690 case. In AMD what config would you like to suggest?

This would free up $45 right off the bat and provide roughly the same gaming performance:
$180 - AMD Phenom II X4 925 CPU + MSI 870-G45 AM3 AMD 770 ATX AMD Motherboard Combo

Well ditching the Core i3 route freed up enough cash to cover this GPU:
$120 - Gigabyte GV-N450-1GI GeForce GTS 450 1GB PCI-E Video Card

Though before I start recommending higher-end GPUs, what other parts will your friend be buying besides the CPU, mobo, RAM, and GPU?

Thank you

Hard Disk, Display and PSU he already have, Since he is on budget so for couple of months he will use stock CPU heat sink. But I suggested him to replace it with TRUE 120 if he wants to OC it well

According to my math, with the new AMD CPU + mobo + RAM, that's around $242 for those parts. That should leave you with enough cash for the GTX 460 1GB or HD 6850 1GB. The leftover cash can cover shipping and what not.
