So no doubt before led backlighting ips color was was way better
Im trying to help a friend decide what monitor to use for anime and crap like that -all about image quality and color and not ms response or hz.
What would be the best for him to get
IPS with like 1000:1 contrast and the supposed color/quality benefit of IPS
LED with like 10mil:1 contrast

any recommendations would be cool too, hes looking for around 22"
and like a 250$ range. New is not a requirement, can buy something used
Bleeding backlight would be a turnoff

Led contrast is all bullshit. Leds could have better contrast but cheap ass leds are used for monitors.

Get an IPS.

LED backlighting does little to nothing for image quality; it's all about the panel. Get an IPS. A Dell U2211 or U2311 should be around that price range when on sale.

Your question doesn't even make sense. LED is a back-light type not a type of screen. IPS is an LCD. There are CCFL back-lit IPS and there are LED back-lit IPS. The same applies for TN/PVA.

I just upgraded from TN to IPS... money well spent.
