I run both win 7 and Linux and in both cases I find HD video lags. My system is a Q6600 with 8GB of OCZ PC2 and a 8800GT 512mb. I have the newest drivers from nvidia in both cases and intensive HD video just tends to lag, it doesn't always lag, but it does in sections. The problem is the same in both Linux and Win 7, though I don't have vdpau installed on Linux. I don't see any screen tearing or anything, any ideas? Files are usually mkv by the way and using vlc as player.
 
your problem is VLC.. i recommend using MPC-HC.. it has hardware accel for L3.1/4.1/5.1 x264, h264, mpeg2, AVC, L3.1/4.1/5.1 xvid.. and a few others they added in there that i cant remember off the top of my head..
 
Since you're on Windows 7, you might want to try out Windows Media Player. I have a large .mkv collection and I've had no problems playing them. It also supports DXVA, or hardware acceleration. If you run into any problems, then pick up Media Player Classic - Homecinema. Also, I wouldn't reccomend downloading any Codec packages. Between these two programs, you'll be set.
 
WMP said it couldn't play the .mkv file, but so far mpc-hc seems to work.

MPC-HM is pure awesomeness, but i prefer Splayer. Splayer got some features i really like and it plays any audio/video file just like MPC-HC
