In theory if you tap the Start button on a keyboard or click the Start button on the Desktop you should be able to just type a few letters of what you're looking for. Unfortunately because of how Microsoft keeps changing things in newer versions of Windows that doesn't always get you what you want - for me in Windows 10 if I type the letters d-e-v I get all sorts of crap but not Device Manager like I do in Windows 7 which is what I might be looking for.
I feel ashamed and remiss for only now mentioning "God Mode". That which existed in Windows 8 continues on in Windows 10.
If only there was a godmode for disabling the spying/telemetry completely

Keep in mind that it remembers your previous searches, and that impacts the results of your future searches. I had previously accessed Device Manager via other methods. The first time I tried actually searching for it. Searching for "dev" or even "device" only brought up the "Devices" Desktop app. I had to type in "device m" for device manager to finally show as a result.
But the next time I searched for it, "dev" did then bring up Device Manager as a result.
