I am looking into building a new rig and found this power supply at the egg. I am wondering what's your take on this power supply. Here are the specs for the pc that it's going in now and when I get the rest of the parts for the new build (couple months) I will just swap the old PSU back into the dell and use this CM one in the new pc

Dell dimension E520
Pentium d 3ghz dual core cpu
Stock mobo
1 dvd drive
1 hard drive
2 1gb sticks of ddr2 ram
probably a 8800gt video card going in it

New rig will be
phenom 2 x2 560 BE cpu
Cheap asus mobo
2 2gb sticks of ddr3 1333 mhz ram
1 hard drive
1 dvd drive
Same video card (probably 8800 gt)

I just want to make sure I dont waste any money, I know the PSU is cheap but at least it isn't a coolmax LOL

Is 28amps gonna be enough on that 12 volt rail for a decent video card? I'll use a 8800gt or similar at first then upgrade to gtx 460 later

That's still 1A more than your original choice, which has only 27A combined on its dual +12V "rails". There is a reason why 18A plus 18A do not equal 36A: Look at the label of that Elite 460 PSU. Note that the maximum combined wattage for both of the +12V rails together is only 324W, or 27A. That indicates that both of that PSU's +12V rails are electrically connected to a single common output source.

Worse, that Elite 460 is very inefficient: At roughly 70% efficiency, that PSU would draw as much as 650W from the wall just to deliver its advertised 460W. Contrast that to the 80-Plus (standard) certification of the Corsair CX430 v2, which would draw no more than about 535W from the wall to deliver its rated 430W.

Worst of all is that the Elite 460 is a very old, outdated and inefficient design that's pretty much ill-suited to anything modern: It has no PFC at all whatsoever. Most modern, up to date PSUs have APFC (Active PFC).

For the 8800GT, yes.
For the GTX 460 or similar power using card? Probably.

In any case, for the reasons that E4g1e has noted, don't bother with the Coolermaster if you're every planning on adding any sort of video card to the PC or care about it

The quality of the Cooler Master-branded PSUs vary by model. Some (like the Silent Pro Gold series) are good (though slightly lower in quality than the Seasonic-manufactured PSUs from the likes of Corsair and XFX that we've been "recommending") while others (such as the lower-end models like the Elite series and the GX line) are crappy or even shitty.
