Is this a driver glitch, program glitch, or "optimization"?

Ok, I noticed this while playing KOTOR.

I am using a 9800 PRO, 4.7 CATs, with the 3D settings set to 4X FSAA and 8X AF in my control panel. KOTOR 1.3 is being used.

If you have played KOTOR, you know that you can set your AF level and FSAA level in game. However, if you set your FSAA level to 4X in the control panel, it will always use 4X in game, regardless of the setting. Look:

However, if you set the game to 0X anistotropic filtering, it certainly does NOT use the 8X AF you have in the control panel. Look:

So whats going on here?

ok, no comments? I guess it must just be a driver+program incompatibility. It's OpenGL, go figure
